While the state of Ohio currently does not require a certification or license to be an administrator of a residential care facility (RCF), several states do require assisted living administrators to be licensed. Therefore CEAL has aligned its program curriculum with the National Association of Long Term Care Administrator Boards (NAB) Residential Care/Assisted Living Administrators Examination thereby allowing credentialed assisted living executives in Ohio to meet national competency standards .

Course Prerequisite
To register for the course, candidates must be:
(1) licensed as a nursing home administrator; or
(2) meet one one of the following criteria:
(a) Has three thousand hours of direct operational responsibility for a senior housing facility, health care facility, residential care facility, adult care facility or any other group home licensed or approved by the state;
(b) Has successfully completed one hundred credit hours of post high school education in the field of gerontology or health care;
(c) Holds a baccalaureate degree;
(d) Is a licensed health professional as defined in 3701-17-07.1 of the Ohio Administrative Code such as RN, LPN, licensed therapist -- this is not an all inclusive list.
The CEAL Training Course is a combination of interactive classroom training, guided self-study and hands-on, in- facility learning.
Training Course Format
The course begins with two days of state-specific training encompassing the current climate of assisted living in Ohio. Training will cover such things as residential care facility (RCF) regulations from admission through discharge, legal compliance, risk management, personnel requirements as well as person-centered policies and care planning to support a high-quality resident experience. Highlighted within the training will be mock surveys at a licensed RCF and person-centered practices to support consumers with Alzheimer's Disease and dementia.
Following the initial two days of training, participants will be given two self-study manuals and will be required to complete an open-book test with an 85% or higher pass rate prior to beginning the final two days of training.
The final two days of training will cover NAB's ares of practice within the residential care/assisted living arena. This training will cover resident care management, financial management, human resource management, physical environment management and leadership. Quizzes and small group activities will reinforce the content through an overview of national best practices.
CEAL Certification
Within 60 days of completing CEAL training, candidates will be required to register for the NAB Residential Care/Assisted Living Administrators Licensing Examination. The Ohio CEAL will be awarded to candidates based on 100% class participation including the open-book test and in class quizzes as well as successful passage of the NAB Residential Care/Assisted Living Administrators Examination.
Recertification
In order to ensure continued competency, CEALs must renew their certification annually. Renewal is accomplished by completing 15 hours of state-approved continuing education per year on subjects relevant to assisted living operations, management and philosophy.

Who is OCAL?
The Ohio Centers for Assisted Living (OCAL) is the assisted living affiliate of the Ohio Health Care Association (OHCA)--the largest long term care provider association in Ohio and the first to represent assisted living providers statewide. OCAL was formed in 1999 as a natural outgrowth of OHCA's early efforts and representation, and we are proud to be the state affiliate of the National Center for Assisted Living (NCAL) with a growing membership and dedicated Board of Directors. At OCAL, we strive to provide leadership, governmental support and continuous professional education so our assisted living members can grow in their profession and achieve the highest level of quality and value for the individuals they serve.
Course Schedule
CEAL Training will be held in Columbus, Ohio from 8 am - 5 pm. Day 1 & 2 will be conducted at an assisted living community in the Columbus, Ohio area to allow for hands on learning, observation and auditing. Day 3 & 4 will be held at the OCAL offices. Lunch will be provided each day as well as continental breakfast and beverages. Directions, nearby hotels and other details will be provided upon receipt of registration for the course.

Heather Anderson, CALD
Ms. Anderson has over 10 years of leadership and consulting experience in the assisted living arena. She developed and facilitates the Certified Assisted Living Director (CALD) program on behalf of the Michigan Center for Assisted Living and was awarded the 2010 Chair Award. She is honored to serve as the Vice-Chair of the Exam Review Committee (NCERS) for NAB (National Association of Long-Term Care Administrator Boards) and recently edited NAB’s National Assisted Living Exam Study Guide that incorporated the first ever-published chapter on person-centered care.
Traci Landino graduated from Kent State University in 1986 and received her BSN. She started in the acute care hospital as a new RN. Later Traci worked in long term care as a staff nurse and eventually became the Director of Nurses, a role she held for many years. In 1995 Traci earned her Nursing Home Administrators License and during that time worked on weekends at an assist living facility. She also worked as an Administrator for a number of years in a long term care facility and continues to work in long term care in the capacity as a DON or Administrator. For the last eight years, Traci has been the RN Coordinator at an Assisted Living Facility.
Aric Martin is the Managing Partner of the law firm of Rolf Goffman Martin Lang LLP. The firm has an extensive health care practice, which includes representing assisted living facilities across Ohio and in other states, and is the Ohio Center for Assisted Living’s legal counsel. Mr. Martin’s assisted living practice is concentrated in health care legislative and regulatory issues, including licensure and certification, survey and enforcement, contracting, design of operational policies and residency materials, developing and reviewing risk management and corporate compliance programs, tax exemption, accounts receivable & collections, and strategic planning issues related to assisted living development. Mr. Martin has been selected as one of Ohio’s best health care attorneys by his peers in the “Super Lawyers” publication since 2005.
Rob Pivonka is a Partner with the law firm of Rolf Goffman Martin Lang LLP. The firm has an extensive health care practice, which includes representing assisted living facilities across Ohio and in other states. Rolf Goffman Martin Lang LLP is legal counsel for the Ohio Center for Assisted Living. Mr. Pivonka represents assisted living facilities in a variety of matters focusing primarily on issues relating to facilities’ employees. Such matters include representing facilities in connection with charges of discrimination and lawsuits filed by employees. Mr. Pivonka also provides day-to-day advice to assisted living facilities relating to issues such as criminal records checks, hiring, firing, employment policies and procedures and wage and hour issues. Mr. Pivonka has been recognized on multiple occasions by his peers as one of Ohio’s best employment law attorneys by being named in the “Super Lawyers” and “Super Lawyers – Business Edition” publications.
Mandy Smith LNHA, LPTA, LMT, RAC-CT has 14 years of experience in the long term care industry. Starting her career out in the physical therapy field, Mandy had the opportunity to work in various settings. Working in the LTC industry she has served in Skilled Nursing Facilities, Assisted Living Facilities, Home Health, Wound Care Clinics, Out Patient Rehabilitation, Acute Care and Sub-Acute Care in Hospitals, as well as developing management skills. She became certified as a Resident Assessment Coordinator through the American Association of Nurse Assessment Coordinators to better understand the MDS, Case Mix, Quality Measures, and nursing’s role in the long term care environment. Having been in management for years she felt the need to further her career potential and began educating fellow providers through her company and associations. Mandy received her license as a Nursing Home Administrator after a 6 month Administrator in Training (AIT) internship which allowed her to experience all of the areas of nursing home management and care. Mandy has been the Regulatory Director with Ohio Health Care Association/Ohio Centers for Assisted Living/Ohio Centers for Intellectual Disabilities for over three years. OHCA/OCAL/OCID is comprised of over 800 nursing facilities, assisted living facilities, and ICF/ID facilities and they represent over 275 associate members. Mandy is the lead staff member for Ohio Centers for Assisted Living and provides the monthly newsletter for OCAL as well as assisting with all OCAL educational programs.
Ginger Schuerger-Davison has been involved in long term care throughout her career as an RN. She is certified in gerontological nursing, and is also a nursing home administrator. She has many years experience in many facets of long term care: nursing home, ICF-MR and residential care facility operations, as well as providing consultation services. Ginger spent four years on staff at the Ohio Center for Assisted Living as Director of Regulatory Services after many years of committee and board service, and currently provides long term care consulting services.
Mel Tobias serves as the Corporate Safety/Compliance Manager for Sprenger Health Care Systems. He is responsible for the development and oversight of the self-insured Workers Comp program in Ohio and Indiana. He is also responsible for OSHA compliance and the development/implementation of facility-specific disaster planning and training. Mel's knowledge and expertise in his field makes him a desired speaker for many agencies. He worked closely with local FDs to incorporate EMA responses into the facilities plan. He assisted the Ohio BWC develop the “Safety and Ergonomics for Extended-Care Facilities” training program offered through Ohio's Division of Safety and Hygiene. Mel is a member of the Direct Supply Loss Prevention Forum and where he has presented on Emergency and Disaster Preparedness.

Ohio Administrators: The Ohio Health Care Association is an approved provider from the Ohio Board of Executives for Long Term Care Services and Supports (BELTSS) and has approved 24 CEUs for this program for Ohio administrators.
Ohio nurses may also use this approval toward their requirement for CE credits.
