Cynthia Dunne is President and Partner of ECS Billing & Consulting, Inc. a firm that provides billing and
consulting services for Skilled Nursing Facilities and other health care providers. Cindy has over 24 years
experience in the health insurance and billing industry. Cindy holds a BS in Business Administration and
Computer Science. Cindy is a frequent contributor to Industry Publications and a frequent speaker on topics
related to billing. Cindy is the current chair of the OHCA Medicare Task Force and serves on the HIDA
Consolidated Billing Task Force, the OHCA Payment for Services Committee, and the OHCA Billing
subcommittee.
Patti Wesenberg began her career as a caseworker at the Sandusky County Department of Job and Family Services.
She then joined the stated Medicaid program as a quality control reviewer, served as a hearing officer for a short
time, and was a Medical Assistance Coordinator for over 20 years. As a MAC, Patti assisted all providers with
navigating and billing Medicaid. Training for providers, counties, and outside agencies was part of the job.
Working with nursing homes and visisting facilities was an important role of the MAC. Patti served on numerous
committees and was involved in the development of direct bill for nursing homes. She has worked in conjunction
with the Office on Aging, developing forms and procedures to be used between agencies for communication.
